Review Board was started by Christian Hammond and David Trowbridge at VMware; the first commit was in September 2006 and the project publicly launched in 2007. It was created because code review through email, bug trackers, whiteboards, or expensive tools was painful; the founders wanted better inline review and diff workflows before GitHub-style pull requests existed.
